Cookie is a character in Wasteland 3: Battle of Steeltown.
Background
Cookie is the refugee camp's main cuisinart, providing the starving people squatting outside the Steeltown gate with some measure of food. However, he's increasingly frustrated with the disorder running rampant in Markham's domain, as he got nearly a hundred kilograms of meat to use... But it's stuck on the dock due to someone misplacing the paperwork. The fact that he's stuck 15 meters away from it is incredibly annoying to him.
