A group of mothers, wives, and siblings of convicts who were sentenced to hard labor at the Patriarch's work camp want us to find out where their loved ones are being held.
Walkthrough[ | ]
- Eventually, as you adventure across Colorado, you will receive a call about a group of mothers who are asking for your help. Return to Ranger HQ to find Betsy in the main hall, who will ask you to investigate. They will reveal Frank Pappas was the marshal who delivered the women's loved ones to the work camp and that he lives somewhere in Downtown Colorado Springs. If anyone can give the location of the work camp, it's him.
- First, you need to find Frank (if you haven't already). You can go to the Marshal Station and talk to Deputy Marshal Torres at the desk. With Kiss Ass 4 (3 if you're at least Liked by the Marshals), she will reveal that he's at Sans Luxe Apartments. Pappas will be evasive, but you can either offer him money ($400) to get out of town or hire him as a Desert Ranger to get him to talk (Daisy doesn't like this, it's worth -5 to Marshal reputation, but will give you the Marshal Training perk) or force him spit the info with Hard Ass 5. He will reveal that he was told to drive the prisoners to a cave northeast of the city and give them to some "tattooed plains motherfucker". Didn't seem the type to be an overseer, and it didn't look like a great place for a work camp, but Frank learned not to ask questions.
- This will mark the Paint Mines on your world map. Head there and investigate the area (the main path with mines can be avoided if you have Perception at a good enough level. It also leads to an optional area with a level 7 broken toaster and some razorbacks. Inside the cave, you'll find Wind-that-Tangles, a former Godfisher, with his girlfriend, Nikki. You can talk to them to get the whole picture: The Patriarch is not who he claims to be. He didn't defeat the Plains gangs, but struck a deal with him. Convicts sent to labor camps are not reformed, but handed over to the Godfishers to be sacrificed on their kites. Wind-that-Tangles delivered dozens - maybe hundreds - of convicts to the Godfishers to be sacrificed.
- You can choose to execute Wind and Nikki. But if you choose to spare them, you'll be greeted by Betsy outside, who will demand that you execute the deed. They already knew their loved ones were dead, they just needed to track Wind down. You can choose to return and kill them or talk Betsy down with Hard Ass 9.

He lives somewhere in downtown Colorado Springs. If anyone can give us the location of the work camp, it's him. Frank Pappas admitted that he used to deliver convicts to a cave outside the city. He gave them to a \"tattooed plains motherfucker,\" but he doesn't know what happened to them after that. Maybe we'll find some clues at the cave. We found a man living at the cave we were directed to, and he matches the description of Frank Pappas's contact. He might know more about the missing convicts. Wind-that-tangles delivered dozens - maybe hundreds - of convicts to the Godfishers to be sacrificed. The only punishment that fits his crime is death. After talking to Wind-that-tangles, we decided to leave him in peace. We should tell Betsy and the other women what happened to their loved ones. Wind-that-tangles is dead. Hopefully Betsy will be satisfied that justice is done. Turns out that Betsy and the other women already knew their loved ones were dead. They just wanted payback against Wind-that-tangles, so they were grateful that we put him down. Betsy and the other women already knew that their loved ones were dead. They only needed us to help them find Wind-that-tangles so they could kill him. After hearing Wind's story, we decided to defend him. We were forced to kill Betsy and her friends. They wouldn't give up on their mission of vengeance, and they would have murdered Wind-that-tangles and Nikki if we hadn't stopped them. We decided to step aside and let the women obtain their own justice. In the end, it wasn't our fight. We fought to defend Wind-that-tangles from Betsy and the other vengeful women, but he died in the fight. This mission didn't turn out well for anybody involved. We chased off the vengeance-seeking women, keeping them from their extra-judicial killing of a reformed Godfisher. Wind-that-Tangles is safe for now, but he'll spend the rest of his life looking over his shoulder. With Betsy dead. we cannot complete this mission. It's impossible to finish this mission now that we've gone rogue. We tracked Frank Pappas to the Sans Luxe Apartments, but whatever he knew died with him (because we killed him). Kwon told us that Frank Pappas is retired and living at the Sans Luxe Apartments. The other marshals would probably know where Pappas is. We asked Sheriff Daisy about Pappas, but she says that she doesn't know what happened to him. Maybe someone else at the station would know. We asked Sheriff Daisy about Pappas. Apparently he's not a Marshal anymore, but he lives at the Sans Luxe Apartments. According to Deputy Marshal Torres, Frank Pappas was 'let go' from the Marshals and now lives at the Sans Luxe Apartments. Betsy and her friends followed us to the cave. Apparently, they already knew their loved ones were dead, and they were just looking for payback. We agreed to go back into the cave and kill Wind-that-tangles. We told Betsy to take her own vengeance. We should head out. After getting the location from Frank, we killed him.
