Working for Duke Schwag, Flo is an easygoing person who's particularly easy on the eyes. She is aware of the Duke's illicit human trafficking, how he enslaves people who patronize his establishment and sells them off to Manny Wong and Heidi Hollander. However, she lacks the necessary tools for eliminating Duke from the game and taking over his business.

- Flo doesn't like how Schwag lets all the bad elements of Hollywood in the diner - Flo doesn't trust people like Swifty and wants something done about it.: If the player investigates the problem of discoveries at Schwag's, they will learn that Swifty is for all intents and purposes a slaver. Reluctant to share more in the open, Flo will ask the Rangers to meet her in the cemetery. Resolving this quest will trigger a positive ending for Schwag's.
