Frank Pappas is a character in Wasteland 3.
Background[]
One of Rosie Wong's renters, Pappas is a sad, broken-down old Marshal who has sunk into the pits of despair. He crashes at Wong's flophouse while drinking himself to oblivion and trying to not think too hard about what he did - and keeping his mouth shut, since he doesn't want to commit suicide by shooting himself twice in the back of the head and a rope around his neck.
