Jobe is the overseer of Auwaerter's farm and a victim of the RSM.

You can tell he was a big man once, with broad shoulders and strong hands. Now he's a scarecrow, bent and withered from hunger, with a shaggy beard framing a face made old much too soon. Jobe was one of the farmers in the old Prison area, and a victim of the RSM's expansion. He has been essentially enslaved by the Red Skorpions at Auwaerter's farm. Or rather, his farm, as the RSM forced him to pay so much in taxes that he was forced to sell it to Jim Auwaerter and then hire himself on as an overseer. He earns just enough to get by, but never enough to break free of RSM. He is desperate for a solution.
