Root cellar is a location in the agricultural center. Talk to the Old Man at the Agricultural Center after you have killed Harry, the Bunny Master.

An old man invites you to enter his "root cellar", an underground chamber filled with edible mushrooms too dirty to eat. This area has many strange, irregular mounds of dirt. Seemingly edible Mushrooms grow everywhere, but they are just filthy enough not to eat. The concrete walls looks quite stable.
The second room in this cellar would have been an electronics hack's dream a hundred years ago, but all the equipment now seems gone beyond repair. Unidentifiable machine parts clutter the floor. Instrument consoles with broken gauges, covered by a fine layer of dust, and tables full of old, junked radio equipment are standing at the wall. The third room is a storage room with many old wooden crates and empty boxes.

- There is a diary under one of the consoles. Use the Perception skill until you find it.
- Search all boxes in the storage room with the Perception skill. Some of them contain valuable loot like Plastic explosives, Grenades or pistols.
