Steven Dengler is a Rodia character in Wasteland 2.

Background

The leader of the leather jerks is a self-styled lieutenant. Though he claims that he only answers to O'Biggun, in reality, he is the real power behind the raider band. He rules Rodia with an iron fist and forces its inhabitants to farm agave and process it into tequila, in an attempt to corner the market with his produce.

Dengler wasn't a leather jerk from the beginning. He was found by the gang in the mountains and pressed into service. However, rather than despair, he set to turning his situation around and befriended O'Biggun. His natural leadership skills and smarts allowed him to rapidly rise in the ranks of the gang and secure a leadership position for himself.

As the leader of the Jerks, Dengler has to be assassinated in order to remove them from Rodia. His death will mark the transition to a peaceful, more prosperous town. The Rangers can always work for Dengler, in which case he will give them a number of quests to complete.
