The practice the book proports is a reference to con man George C. Parker, most infamous for his ability to "sell" the Brooklyn Bridge on multiple occassions. The incidents eventually led to the origin of the phrase "and if you believe that, I have a bridge to sell you", referring to a person's gullibility.
