Light

Light armor offers no movement penalties, but also doesn't offer the amount of protection heavy armor does.

Heavy

All heavy armor suits have a minimal Strength requirement, which varies from armor to armor. Characters with lower Strength can equip these suits, but will suffer additional movement penalties on top of ones imposed by the suit, at a rate of -0.2 Combat Speed for every Strength point below the requirement.
